The only thing I'd add to Dan's suggestion is to also probably include a 'was sent email' filter because otherwise you'll get people who were sent emails and didn't interact with them, but also people who were not eligible to receive emails.
Allee, I'd file a support ticket for this. You can get a lot of speculation out of the community users, but this is something that only Marketo will be able to diagnose and fix.
It's interesting that this is "back" as I remember it being quite an issue when they tried to launch this a few years ago as well. What's old is new again, I guess?
If you create a brand new report (without any possible filters in place) do you have the same results? Also, are you using emails directly in your program or are they nested programs? There could be a couple things at play here. We can't see the report that you linked to, but you can include screens...
Did the first email from your program just go out? Generally you need to wait ~24 hours for the data to populate.
+1 on everything Josh said. You need to work closely with your sales ops and sales enablement teams to ensure that sales understands the importance of only communicating with people who have opted in to receive communications. Additionally (and sorry for throwing this in since you really didn't ask)...
Unfortunately, as far as I'm aware, you are unable to do this. Just a few years ago you couldn't even rename folders/programs/assets! This would be a great idea though, because it gets quite cumbersome to update everything if you change a naming convention.

Good point, Dan. I think I'm so used to RCE requiring Excel work that it didn't even occur to me. A lot of our custom metrics actually come across as dimensions so that we can have them across all of the types of reports and not just lead reports. RCE to me means you're going to Excel next.
Haha, true.. but usually this can get close enough answers, especially if people are looking at a M-F week
