You're right Wendy it's easier to do this in SFDC if your assignment rules are there. You could do something where if data value changes then Marketo will change the owner of the lead, but would be complex and a burden to manage.

Yes you can use one landing page in the design studio and use a token on the landing page. You would need the [name of download] to be a field stored on person record. Probably best to have that come in as a hidden field on the form.
One option is you could import the leads into Salesforce.And then have the sales team gradually work through the leads by emailing them for a meeting as well as linking to some sort of landing page with an offer.
