Make sure the URL is formatted as follows: http(s)://{{lead.token}}. In other words, don’t include the protocol as part of the token value.Or even more efficiently, http(s)://YOUR-MARKETO-CNAME.com/{{lead.token}}
Is everything else with the integration with WebEx working fine (e.g., when someone registers on your Marketo LP/form, is it transmitted to WebEx)? I'm assuming WebEx is providing the token value at run-time? Is there a delay in them sending that URL? If so, you might want to include a short wait...
And as far as I know, Marketo isn't working on any new features to help us become more GDPR compliant by May 25 (most of their engineers are tied up in working on the new UX). Instead, it's up to each customer to create the customizations, processes, etc. required for compliance.
Ashley - how are you testing this? This won't work if you use a test/sample email. Test it by using an actual smart campaign (using an actual lead record).

It doesn't look like you're comparing apples to apples. In RCE, you're filtering on "last touch program" and in the other report, you're filtering on Email Name. What happens if you swap out "last touch program" with just "program name"?
