Sounds more like an issue in getting your unsubscribe link to work properly (rather than your subscription center). Have a look at Grégoire Michel's The comprehensive guide to setting up the unsubscribe link

I would definitely log a Marketo Support ticket. Yet at the same time, loop in your CRM team to have a look. It sounds like a security role issue where the Marketo Sync User is unable to update existing records.

MPI is a paid add-on. It's been available for several months now. The items mentioned in the Fall '18 release notes were for some enhancements made to MPI.
Many of us experienced an outage to some extent earlier this morning (around 9:30-10:30am ET). But everything seems to be back up now.
