Sorry if I'm being dense, but I'd just create a static list specific to my program, and upload my list to a static list, and use 'member of' static list name in my filter. Would I miss newly created leads that resulted from the static list upload?

Not sure without seeing more detail, but in the past, I've run into problems with programs not firing as expected as I had the program's qualification rules set to only allow a lead through once, or once per x number of days, rather than every time, which messed up my testing.
