I would do what Dan said, clone the assets and the create another stream with the cloned assets rather than creating a whole new engagement program. Its a bit of work but not as much as creating a whole new program again.
What about downloading the HTML of the email, the files can be viewed online then?
I would do exactly as Greg said, upload the leads with the Unsubscribe value, at least then you have them in Marketo to track activities on your website etc if and when they fill out forms etc.

Have you thought about contacting someone like Email Monks? They can create LPs to be very user friendly if you sent them an example of what you're looking for, and they're cheap with a quick turn around.
