Turns out email sends have been down all morning and that's why it didn't send.
I ran an subject line A/B test and Marketo sent the sample and found a winner. When it came time to send out the email with the winning subject line, Marketo threw an error and skipped the send flow step but doesn't give any information on why. Has anyone ever had this happen to them before?

Most of these solutions aren't relevant to our situation. It's definitely coming through email and has never been a problem until now, so something has changed.
