Update token values from an external source

Is it possible to update a program's token values using the soap api?  The requestCampaign transaction overrides a campaign's tokens for a single event, but I would like to update the campaign's tokens so that future email blasts use the updated values.

Alternately is there a way to push token data from Marketo to an external resource, either using the soap api or perhaps a webhook?

We are integrating our internal event management system with Marketo and are trying to avoid having to enter event information in both systems.
