Is there a fool-proof method using the mailto: link to have multiple email addresses? I've used the semi-colon separator "mailto:abc@test.com;def@test.com?subject=test" which seems to work on my Outlook, but I'm wondering if anyone has encountered issues with this.

The proper separator is a comma. This should work in all mail clients.
Remember that all mailto: links must have the class "mktNoTrack" or you're just gambling on them working for some leads.

Is this is the mailto only opens up a new email in some email clients rather than all? The link works fine in my gmail, but nothing happens in outlook.
Because -- I should do a blog post about this -- when Marketo tracks a link, it becomes an http:// link. As a result, the mailto: link will open a browser tab and may never make its way back to the appropriate mail app. Keeping it a mailto: link ensures that the mail app has the highest probability of capturing the request for a New Message.
You should definitely write a blog post on this. It's something that is easily overlooked by marketing teams. Sometimes when we test emails we get the results we want, but we don't know how our leads configure their email clients.
