I saw this question on Kristen Carmean's blog post:
"True or false: You have three program statuses in your channel, in order: Member (Step 10), Filled Out Form (Step 20 - Success) and Engaged (Step 20 - Success). In this setup, a lead can move from Filled Out Form to Engaged but not vice versa."
The answer is marked as false. Now, I always thought a lead could only move forwards in program status, so why does this example deem it acceptable for the lead to move backwards?

Ok, so how is it that both program statuses have the same step number?

There are many use cases for using the same step # for a program status. Here's one - our roadshow channel, where not every program status is a progression step. For example, if someone declines an event via RSVP and then decides they want to attend, we need to be able to accomodate that in our channel setup:
You can see in Dan's picture there are several statuses with step number 30. You can go "back" from one to another
