Rather than creating a unique piece of content for every single segment, it would be useful to target multiple segments with the same content when there is overlap.

For example, if I have a piece of content that is relevant to two industries, it would be useful to create a single Web Campaign that is leveraged by other industries.

Yes, this is being considered in the design and development for Web personalization in the Sky UX experience.
