I wondering is there any information we could take from the User Agent:You said you know it's a bot, what does the User Agent say about this visitor?
It might be worth looking at atEvent, they had a booth at the Summit and as far as I remember they have a QR and input solutions, it also connects directly to Marketo along with API connectors for other platforms.

You should be able to do this by running a smart campaign and setting the people's membership to [Program Type] > Not in ProgramOnce they are not a member, Marketo will send them the email again using the normal settings.
