Can a member be paused in a nurture campaign due to communication limits set, if they didn't meet the filter criteria of the nurture?
If a person has hit their daily or weekly communications limits, then Marketo will not send them the nurture email on that day, I wouldn't state that the person is on 'pause', it's just Marketo being smart and not over communicating with them, whenever the next cadence is, they should get the email then.
