As Kaitlyn indicated, I think this would be something each user will need to do themselves. You don't have much control over what other users do, even as an admin. I'd share the article with the team and ask them to update their own time zone.

I set up a whole email champion/challenger test about 4 weeks ago, but for some filtering errors, it didn't actually fire until I fixed that on Friday.
