Correct. We recommend that the credentials entered here are for a dedicated user profile you've created on the Salesforce side specifically for Marketo to use. Basically Marketo will act like any other user you have in Salesforce, so it needs credentials to log in.
Has your sandbox recently been refreshed on the Salesforce side? If so, then you'll need to open a support case to allow the refresh on the back end in Marketo.John
That notification is there to let you know that it's not possible to enter the credentials for a user in another instance of Salesforce. As long as the new credentials you use are for a user within the same instance of Salesforce as the previous sync user then you can ignore that warning.John
