use Campaign Inspector to see if you referenced the Program Status somewhere else.
Field Blocked just means it won't overwrite an EXISTING value.NULL means it is not existing. I believe there is a community@marketo.com address for this issue. I think older links, before 2013 are sometimes removed or upgraded.
You can use the Clicked Link in Sales Insight filters to help do this.I believe you can use the Email Performance report and constrain by Sales Insight exposed emails too.
