Yes, Marketo did notify everyone about this new feature, which is a great idea.You may have ignored the Notifications or not be an Admin to see them. Your setting may also not email you about this, so check it. Unfortunately, it's a bit too easy to ignore the little Note icon.

You may be able to do this if the fields exist and aren't just on the Marketo Force plugin. I haven't tried it though.You can run a report in Marketo if you look for leads with SI activity and then add the Owner column to the View.
You need your Marketo User to have restricted access to those objects and any lead without an email.Sounds like that's not how you are setup though. When you say you have to have the Marketo User be an Admin, why? That's generally not a good practice.Perhaps you should either remove leads w/o emails...
