Which token are you wanting to use? Best thing to do in these situations is to test it out. It's pretty simple to do and you will know almost instantly if it worked. But yes, we use tokens in quite a few of our flowsteps for different things.

Based on your snippet of the "SFDC Marketo Sales Insight" it looks as if the record you are showing is not synced to Marketo. Typically when the SFDC record is not synced to Marketo you will have no info in that section and there is no "Actions" dropdown.
+1Also, just an FYI if you are using the Marketo plug-in for Outlook tokens do not work when sending with the plug-in.
