Even creating such a smart list of leads with a sync error is difficult. The only thing one can do is to create a list of people who should have qualified for sync but have not (SFDC Type is empty).-Greg
The doc says a STREAM cannot send the same email twice to the same person. But any other smart campaign can override this rule.So your trigger can send an email a second time. -Greg
Hard to tell. Support has to look deeper to the logs. You can also ask the MSD admins to look at their logs.-Greg
