Will those of us that have submitted an application to present, be notified before Dec. 3 on whether or not we've been accepted (so that we can take advantage of the discount if needed)?

Check out DemandBase. The one downside of any of these services is when anonymous users are visiting your site via their ISP connection (vs. from within a company or via company VPN). At which point, you'll collect all of the attributes of the ISP organization.

Can you add a wait step? Assuming you already have a wait step for the next activity to happen, you would need to add a new wait step after the existing one. You cannot simply modify it since Marketo has already acted upon it (in this case, wait xx days).
So I guess the answer is "no" - at least from within the platform or by using RCE?
