Steve, the Web-to-Lead technique you described seems as though it is only for creating a new SFDC Lead. We want to use a webhook to set a custom field value on the Campaign Member record an existing SFDC Lead / Contact. How would you accomplish that?

Totally agree! You should submit an Idea if one doesn't already exist and I'll vote for it. In the meantime, my workaround is to add more of the same filter, break my list up in 2.2K chunks across the filters and OR them using the Advanced smart list rule logic.
