It looks like there's some styling on the email. Are you seeing this same behavior when you send a message that doesn't have the styling on it too? If not, it may be an unexpected behavior with the way your email's CSS is written.

There are no system tokens for Smart List names. Your suggestion of using My Tokens to write the Smart List names into individual tokens and then reference them is one way of accomplishing this. Others may have more creative ideas.

If the Program you want to drag into the Stream does not have any Campaigns designed to send an Email, there's no need to place the Program (or any Campaigns within it) into the Stream as the trigger Campaigns within that Program will work as long as they are activated.
The bi-directional sync data moves differently than Salesforce related flow steps.
