I haven't seen anything about being able to setup a campaign within a default program to adhere to recipient time zones, as anything time-bound in the Smart Campaign would be respective to your account's set time zone.
It really depends on what you want to do. My thought is that you would work through this by removing individuals from the flow based on specific criteria and/or setting up Smart Campaign Settings to allow people to run through the flow only once.
I was going to say the same thing as Corey. I always will add inline styles for underlines, no underlines, color, etc. for all of my links.
