This works but does not help in my situation. You cannot use this call with a Trigger Campaign. Look forward to the Program API enhancements

Thank You Sanford. That wasn't the issue but pushed me to the resolution. Form Fill had been turned off at the Admin level for Landing Pages. Turned it back on and all is well.

Thanks Todd.That works for the $mContext['bodyElements']. What is the update for $mContext['headElements'], $mContext['bodyAttributes'] and $mContext['endElements']?Also, when changes like this occur where can we find documentation on them?
