One thing you can do is use a service like reachforce and then you do not have to ask for state. They will try to find the correct location for you. There are several services like this and can be very useful.
If you are giong to use the code on all pages, I would include it on the template, just like what you are suggesting.

I like this idea, but one other thing you can do is join a user group on linkedin and on the usergroup page. You can then see the other members in your area if you are interested.
