Hi,I've never done it using an address field, but by using segmentations based on country. Could you build similar segmentation based on location/city etc? It might take a little while to out but once its done it will be easy to manage?ThanksJulz

Don't remove them from the engagement program if you are still reporting and the program is active. You'll loose the ability to report properly if you do that. Just pause them as Devraj said and you should be fine.
