Marketo System Date Time not matching in different locations

We are noticing that when Marketo is stamping a Date and Time to a SFDC field the time is showing up inconsistent in different tools. We are set to EST, but if you see the lead below the date time was stamped in the flow as 12:12 but in the Activity log it was stamped as 1:12. Also inside of Power...

Does anyone know of a way to only have Smart Campaign Flows run during certain times of the day? We are looking to have an automated message sent out to individuals who fill out "Contact Me" forms on off hours, 5pm to 9am. If a form is filled out between 9am and 5pm then it should skip the step. Thank you for the quick reply Sanford! I am trying to avoid having to loop in a developer, sorry for the remedial questions. I have tried testing with the code below in the header and then also tried it in a Rich Text Box but it's not working. Appreciate the response.

OK this does help a bit but doesn't filter out words like "credit" so still not useful to me. Perhaps I should open a future request for this. Appreciate you helping me out Devraj.
