Triggered action date of activity?

I haven't been able to find clear documentation on what exactly the date of activity options mean with regards to triggers. I understand what it means based on filters according to this article: Smart List Filter Operators Glossary - Marketo Docs - Product Documentation

but when it's on a trigger, it's unclear to me.

For example, if I use "Person is Created" in past 5 days, does that mean that when the smart campaign goes live, the trigger will fire for everyone who was created in the past 5 days or does it mean that when a person is created today, this trigger won't fire until 5 days from now?

The use case I'm getting at is that I'd like to trigger a campaign to newly created people where the person was created an hour ago (I understand that anything in minutes is not currently possible) and then send them a campaign in the flow step. The reason why we can't add the wait step to the flow is because during the first 30 minutes of someone being created, it's possible that a number of data values change that I have as critical smart list filters.

Looking for some guidance on what the meaning of the date activity is for triggers as well as generally how people make sure that the contact still qualifies for a number of filters after an elapsed amount of time. Thank you!!

This constraint only makes sense in conjunction with the "number of times" constraint, as it creates a time window for activities that have the same characteristics.

A trigger fires only upon a new activity entry. It doesn't replay past activities.
