You may also consider adding the "Not clicked link in Email" filter. While the email performance reports have logic built into them (they will count an open if someone clicks an email), the activity log does not. So, if someone had images turned off, but clicked a link in the email, they would still show up on your list.
Also, now that Mail Privacy Protection is live that these lists may now leave off people who had the open triggered by Apple Mail, but they didn't actually open the email. Just something to keep in mind here.
To filter who have NOT opened between 6 and 12 months, I would suggest:
1) Create a smart list with filter to see who opened in last 6 months
2) Create another smart list to see NOT opened in last 12 months and exclude Smartlist 1(who opened in last 6 months), so that it shows only between 6 to 12 months

What's missing in your screenshot is what your smart list logic is, is it set to ALL, ANY or Advanced? If it is the Default ALL, this will give you all people who opened an email between 6 and 12 months ago, but not in the past 6 months. From the title of this thread I am assuming you are looking for the opposite, right?
If this is something you would like to monitor on a structural basis, I would suggest to create a date field that you stamp with the current date and time everytime the person opens an email.
