It sounds like you're referencing the masked url marketo creates for link tracking? If so, that's not the way to track these. As Sanford suggested, please provide a bit more information on your use-case.
Do you need to trigger on them individually, or just reference when one or more are clicked? You could always do 'clicks link in email' link IS NOT, and add all the non-dynamic links, thus indicating any other link in the email (inserted dynamically or not) would trigger the action. But if you're triggering based on what that exact link would be, that wouldn't really work.
I'd go a step deeper than that... if you only need link variations that were ever clicked, you can use the Bulk Export API to get those Clicked Email activities.
But a full list of any link that could ever have been clicked, even if it never saw any engagement, is not possible. There's always some chunk left out.
