Is there any SMS tool which can help us send promotional & transactional SMS?

We have been using SMSGlobal for quite a long time but they exclude everyone who has opted for DND. This is good but only when we are sending promotional SMS. If we have to send transactional SMS then it should bypass the DND setting or give us the option to choose transactional SMS.

Is there a tool that can be helpful in this scenario?

I can't speak to the legality, but you can use RingCentral APIs, Twilio, and Informatica's tools.

Twilio's SMS service is very configurable and can be setup to bypass an opt-out/unsubscribe ruling for SMS lists.
