Are there any suggestions, such as connecting them to other programs? - Yes, if the leads have consumed all content in a stream they will be just be in the stream until new content is added or they are removed/transitioned. Suggestion: If the leads in your stream have not engaged with your content it means that they are currently not aligned with your product/services & its advisable to shift them to an empty stream rather then to connect them to any other program.
Could you explain the purpose of moving unresponsive leads to an empty stream? Does this mean they are simply parked there to ensure no further emails are sent to them?

I will assign 2 reasons
1. Putting the exhausted leads in to a separate (empty) stream & not removing them will allow you to track all their attribution in reporting.
2. This will also safeguard their accidental transition to any other active stream which might occur due to their lead score from any other programs/ campaigns.
