One of the member unsubscribed emails from TCB, but recently he wants to be re-subscribe TCB emails. How can I help him to re-subscribe?

There are a few ways to re-subscribe a lead/contact. You can search for the record in Marketo and in their details, find the Unsubscribe field and uncheck it.
If you use SFDC, you can also search for the record and uncheck the opt-out checkbox.
Another way would be to search the record in Marketo and right click on their record and click Marketing>Change Data Value>Unsubscribe>False

Kelly is right, the only thing to be careful about is making sure that you document their desire to re-subscribe. Some people just copy and paste the email into the Person Notes field. One recommendation would be to create a landing page with a simple form that you can send your customer to have them fill out. This action will be kept in their activity log and provides proof of their desire to re-subscribe. This you can also add a flow step to uncheck the unsubscribe box so you don't have to do it manually.
You should go further and build a subscription management page where the lead can do this himself. The backend workflows should record the lead's intent, IP, and timestamp for various regulations.
