We got about more than 50k of these since last week. The Marketo registration form was already been removed from our website. Our IT guy is now working on adding a recaptcha in our Marketo forms. But is there a way from blocking these from coming in? Like a flow or a rule?

reCAPTCHA will tell whether the lead was created by a human or bot, but it doesn't — can't — stop the form submission itself.
So you can't stop the leads from existing at least for a moment. And though you can delete them immediately on a failed reCAPTCHA verification webhook, a better bet is to promptly quarantine them in a static list and clean that list out with a batch.
