I want to set up a campaign to send out an email, and then resend the same email to the people who did not open it. Is this flow correct?

I think this works, but my preference is to setup 2 different batch campaigns.
1st batch: send email
2nd batch: smart list = was sent email, not opened email
This way you can check your "scheduled" number to make sure it lines up with with your reports (ie it significantly less than your first send and is approx sent - opened)

Yeah, that is not a bad idea! I was planning to just check the wait step count and compare it to my reporting after the initial send completed.

You still need to be aware that anyone who opened the email without downloading images (including most of Outlook users) will receive the mail twice.
