Hi - This is the response we got from marketo, I hope it helps.
I would like to inform you that there is an ongoing outage on Ash Burn and San Jose Data Center of Marketo due to which multiple customers are facing the issue of 404 error.
Concerned engineering team is already aware of the issue and is working on highest priority. I would appreciate your patience and cooperation and I will keep you posted with the updates.
I can see issue flagged https://status.adobe.com/products/503491 - we are in EMEA and also experiencing issue.
