I have few historical campaigns in Marketo which were send/ delivered with EMAIL assets as " Approved with Draft" and not "Approved".
What is the difference between " Approved with Draft" and "Approved" email assets.

This is the high level lifecycle of an Email Build regarding drafts.
1. Draft | Unapproved - This is when the email hasn't been approved yet. For example, you've just created it.
2. Approved - This is an approved email
3. Approved w/ Draft - This is an email w/ a draft because someone tried to edit it again after it's already been approved
Exactly what Jim Thao outlined is how I understand it as well. Also important to note that if 3. Approved w/ Draft is the case, the approved email is what's sent, not the draft.
Just to be precise, neither the current Approved nor the current Draft may have been sent in Sagorika's "historical" campaigns.

Simply approve your latest draft to ensure it's sending the latest version.
That may not always be a wise decision - especially without first opening the draft to ensure everything looks OK. Which is why Marketo always sends the underlying "approved" version, regardless if a draft exists. I've seen some occasions where some unintentional edits were replicated to all related emails - pushing them in draft mode - and fortunately, we were able to "delete draft" before re-approving.
