Thanks for your question.
I would think the use case could be you want to update information of a selected existing list of people that would be quicker if you update via CSV (example from another platform or if you want to do multiple fields). As activity logging will not show say example the phone number was updated to +65 6754321 from 6754321 for an example.

If an administrator would like to create a contact us form across all 5 workspaces, the most efficient way of creating this would be option A, creating a global form in design studio.

For this I believe the answer would be A. Global Form created in Design Studio. As the Administrator wants to use this form accross work spaces.

Which program type should be used?
1. Email program
2. Event program
3. Engagement program
4. Default program

I Believe the answer would be 4. Default Program, because the specialist can create a smart campaign which listen to form fillout via triggers and set a flow to send a confirmation email.
Default program is flexible and can do things which Email, Event and Engagement programs cannot do. Default programs can also be use multiple times.
Email Programs are used for one time batch and blast and the Smart list for email program doesn't not contain Triggers, So that won't be the option.
Event Program will also not to be used as its not an event that ends after some time, its an enquiry form which will be active all time listining for actions.
The Marketing Specialist just want to send the confirmation mail if a form is filled out, they are not nurturing them for future actions.
