I believe Period Cost in not a column in a Program Performance Report. These are the available columns:
That is correct. It is good to note that Period Cost is one of the items you can drag over in the setup area.

The answer should be the second one: The programs do not have a period cost associated to them.
My reasoning (found from documentation):
If a period cost has not been defined for any months, reporting in RCE will not be available for the program.
