Display actual Time Zone in Users & Roles Table

The Time Zone column of the Users and Roles Table only displays the location information, not the actual time zone.

For instance is displays "America/New_York" instead of  the Time zone value that is used when a user edits their own Location Settings "(GMT-04:00) Eastern Daylight Time (America/New_York)"

Technically "America/New_York" is a standard time zone identifier, not a location per se.  In some apps, it's the most valid way to save tz info to a profile .  However, it's of almost zero usefulness to a human, who wants to see the GMT, UTC, or local time zone offset.
