Yes, you could transition people to a different stream having the required cadence based on their web activity (e.g., Clicks link on Webpage, Visits Webpage, etc.) You can set up a campaign for pulling this off by using the webpage activity trigger/filter in the smart list and "Change Engagement Program Stream" flow step, or alternatively, use the trigger-based transition rules to pull people upon performing web page activities in the target stream. You'd need to add the apt content in both the nurture streams though.
