Found the issue. Completely unrelated to the link. Was using "ZZ" and not "Z" for UTC in the dtstart dtend params and that was breaking the encoding. Sorry for any confusion!

@SanfordWhiteman is Agical able to generate links for outlook.com or office 365? My understanding is people using web versions of outlook would need to take an extra step to import ICS files just like you would with GCal, so not an ideal experience. Hoping to avoid if possible.
