Thanks Josh Hill and Veronica Holmes. I think the sync was backlogged. After checking back over the weekend, the changes are now updated in Marketo.

After some testing -- when using a program within the engagement program, if a lead has reached its communication limit, the lead will not be sent the email, and on the next cast, that email will be skipped and the lead will get the next piece of content. Which is a bummer for me
