Ah, I just noticed, one report has "Date of Activity" and one says "Sent Date", that must be where the disconnect is at. Unfortunately, doesn't seem to be a way to get them both on...

Aha! Thanks for clarifying the difference between Triggers and Filters when it comes to Smart List and Rule Logic, I knew there was something I was forgetting.
