Yes Interactive Webinars is THE tool for Marketeers and Marketing Operations. This works from inside Marketo only. Just try creating an event program and you will see an option for Interactive Webinars. But before that ask your admin to add you as a user of Interactive Webinars

Yes @atrujillo you can upload your previous recorded webinar as a video in Interactive Webinar - webinar setup.But you would need someone to come and kickstart the webinar and play the video. Then your background team can just focus on answering Questions that your audience asks for
