Wait steps

If a lead is in a wait step and they requalify for the campaign, are they removed from the wait step and put back into the top of the flow?

Theoretically, yes - if you set the qualification rules to allow records to go through the campaign more than once. It is hard to answer without seeing what the smart list, the flow and the qualification rules are. If you export the campaign to excel and post it, the community will be able to give you a more definite answer.
