Does any body have any concrete evidence that suggests the best time to trigger and send emails within an engagement program for Asia region?
No, but i'm sure you can search for some benchmarks online.
It's going to be different for every audience and the data you do get will be skewed based on the original assumptions. Pretty sure most firms do the typical 7-9am and 4-6pm local time.
We do a lot of email marketing in East Asia (China, Japan, Korea), through extensive a/b testing we found out that the best time for our target audience is 6-8am, everything sent after 11am-noon has much lower open rates.
I concur with Josh, it is different for every audience, the best way to find out what works best for you is to keep a/b testing.

We do CN-S, CN-T, JA and KO and I've found that 9am (local) is the best for us, generally people in Asia (for my market at least) don't arrive into the office until 9 - 10am and generally work later so they can work with western regions. As Josh and Iryna said you are best testing on your own leads, I also use data from RCE to build up better analytics on the regions.
RCE allows building really nice heat grids for various email marketing metrics (see open rate heat grid example below), BUT all the heat grids are in the CST time zone, which makes it incredibly annoying to run reports on other regions. This is one of my biggest Marketo pet peeves, couldn't help but comment on this in relation to RCE , please vote for this idea
