Streams and Exhausted content

I am trying to clean up our engagement programs and we have many that have a large amount of exhausted contacts in the stream. I have tried making a second stream for exhausted content but no one seems to be moving in that stream. What is the proper way to set this up?

Please clarify, if you want to remove leads who have exhausted content or do you want to move them to the new stream?

Remove them, we have no more content to add to any of the streams

I have followed these exact steps and have had no luck with moving people out of the exhausted stream.

Can you share your SL screenshot.

Are you able to get people with exhausted content at the bottom of the stream?

Yes, it shows the amount of exhausted people in the current stream.

If possible share the screen shot of  your smart list.

I am sure you are using the "Change Program Status" flow step.
