We sent an international mailing to 200 recipients and saw 52 soft bounces. From reading the help articles regarding soft bounces I am seeing that since this means that there is a temporary technical issue on the recipients end which wouldn't exclude the recipients from future mailings and Marketo is no longer sending that particular email. With that in mind, my thoughts are to start a second campaign to try and resend to the individuals who were soft bounced but I'm not seeing any information on if that is good, bad, how long you should wait, etc.
