I feel like I may be overlooking a simple solution, but is there a way, in Marketo, to send an email alert if there have been no new leads created in the past 24 hours?
I know there are ways to do it outside the system, but I've been trying to wrap my head around logic to identify the potential issue right in Marketo.

No, there is none. All triggers or filters are "lead centered", meaning that they need to react to something that happens to a lead. So they cannot react to "No Lead being there" .
That could be done in the CRM.

That's what I figured. My only though was that if I could somhow isolate the latest lead in a smart campaign, I could filter on the created date being greater than the past 24 hours, but unfurtunately there's no way to make a campaign mutually exclusive to a single lead or to identify the newest lead from a SL.
